Heavy traffic congestion, typical in cities and the highways leading to them, affect the environment as well as mobility. In these cases, the traffic system does not fulfill its goals efficiently.

This paper discusses an economic tool “the congestion toll” it’s use in the world and in Israel and its expected effect on the transportation system in Israel.

This document is an appendix to the National Environmental Priorities of Israel – transportation and environment in Israel 2008.
