The report is a critical review on the content of an official “Guideline” submitted by the ‘Pnima’ movement in early 2020, entitled “Recruitment and Equal Service for All.”

At the heart of the outline is the proposal that all sectors of Israeli society, including the Arab and ultra-Orthodox ones, will be recruited at age 18, to either military or civilian service.

The Guideline was adopted by the Blue and White Party and presented by the Secretary of Defense as the basis for the future Conscription Law.

Aside from the positive intention behind this initiative, the proposed Guideline is not devoid of severe errors and failures.

The purpose of this paper is to expose these failures and to present facts and considerations that cast doubt on the implementation of the proposed plan.
