In 2023, the Samuel Neaman Institute was awarded a tender by the National Council for Research and Development at the Ministry of Science and Technology to conduct scientific research to support formulating a comprehensive national policy for advancing scientific research in Israel. This report is part of the broader research project and focuses on science, technology, and innovation indicators in major Israeli cities.

The report focuses on Israel’s main cities – Tel Aviv, Haifa, Jerusalem, and Beer Sheva – which have established themselves as significant hubs for technological advancement, talent attraction, investments, and fostering collaboration between academia, industry, and government. Through examining various indicators in these cities, the report provides insights into their economic and technological development, the effectiveness of their innovation policies, and the potential for knowledge transfer and spillover effects. These insights are intended to serve as tools for policymakers, entrepreneurs, and researchers to plan steps to promote growth and nurture an innovation-driven society.

Report Structure:

Part I – Background and Technological Development: Overview of general data on technological development in the cities featured in the report.

Part II – Secondary education and higher education: Analysis of the science and technology education, from schools through academic training and research.

Part III – High-tech Industry and Services: Examination of various aspects of knowledge-intensive and High-tech industries and services.

Part IV—International Comparisons: This section examines international indices, providing a basis for comparing local indicators with those of similar cities around the globe.

The report highlights trends and developments in science, technology, and innovation at the urban level, with a focus on education, industry, economic growth, and the culture of innovation.
