The Indicators for Science, Technology and Innovation in Israel project focuses on developing a comprehensive and continuously updated national data infrastructure that supports evidence-based decision-making and policy planning in the fields of research, development and innovation. Given Israel\u2019s status as the Start-Up Nation and its ongoing economic, technological and social challenges, there is a growing need for a reliable, internationally comparable measurement system that evaluates the state of the science and innovation ecosystem, human capital, R&D investment, and outputs.<\/p>\n
Since 2017, part of the project has been conducted under a competitive tender of the National Council for Research and Development (NCRD). Within this framework, comprehensive annual reports are produced, presenting key indicators of science, technology and innovation in Israel, alongside international benchmarks and long-term trends. In addition to the yearly indicators report, an annual thematic in-depth report is published, each year focusing on a selected topic \u2014 for example: science and technology education; industrial R&D and innovation; the high-tech sector during the COVID-19 crisis; entrepreneurship and start-ups; government R&D and research institutes, and more.<\/p>\n
The project is based on a broad and continuously updated data infrastructure that enables systematic monitoring of Israel\u2019s R&D ecosystem, identification of trends and changes, assessment of public and private investment outcomes, and the generation of insights to support policymakers, researchers, industry stakeholders and academic institutions. At the beginning of the 21st century, the Samuel Neaman Institute identified the need to establish an infrastructure for advancing a systematic and ongoing process of forming national policy on Science, Technology, and Innovation (STI). The objective of this program is to improve the understanding of the STI system of Israel and to answer the question of how processes associated with the development of science, technology, and innovation contribute to increased knowledge, increased productivity, improved economic performance, professional employment, Sustainable developmentent, and social welfare.
