The Samuel Neaman Institute releases a comprehnsive strategic report outlining the current scope and impact of the academic boycott against Israel, in light of the far-reaching repercussions of the October 7 attack and the war that it caused and the surge in anti-Israel and antisemitic activities on university campuses worldwide.<\/strong><\/p>\n

June 2025 \u2013 The Samuel Neaman Institute for National Policy Research has published a comprehensive report examining the expanding phenomenon of academic boycotts targeting Israeli higher education institutions and scholars. Developed by a multidisciplinary team in collaboration with experts in academia, law, and public policy, the report provides a data-driven overview of how boycott initiatives are exerted across key arenas of academic life\u2014ranging from scholarly publications and international conferences to collaborative research, faculty and student exchanges, and access to research funding.<\/p>\n

The findings point to a troubling rise in both explicit and implicit forms of academic exclusion, along with a gradual erosion of normal academic functioning. In parallel, the report reveals the growing influence of foreign state-backed funding\u2014particularly from hostile regimes\u2014that is shaping anti-Israel and antisemitic narratives and activities within research institutions across the U.S., Europe and other western countries.<\/p>\n

The report calls for acoordinated governmental, academic, and civil society action to safeguard the Israeli research ecosystem and ensure Israel\u2019s continued standing as a global leader in science and technology. The report outlines actionable recommendations for national decision-makers, academic institutions, and individual researchers\u2014including the establishment of a central coordination body to monitor boycott incidents, strengthening science diplomacy and public advocacy, fostering new international academic partnerships, and expanding collaboration with Jewish and pro-Israel NGOs around the world.<\/p>\n
