This report provides a formative evaluation of the \u201cResilience Centers in Academia\u201d initiative, which was launched in 2024 by the Edmond de Rothschild Foundation in collaboration with the Azrieli Foundation, the Gross Foundation, the Jewish Federations of North America, and the National Union of Israeli Students, and is managed by the Israel Trauma Coalition. The evaluation, conducted by the Samuel Neaman Institute, assessed the establishment and integration of resilience centers at twelve institutions that received full funding during the initial two years of the initiative. Data collection methods included semi-structured interviews, observations, questionnaires, planning documents, and activity records to identify both successes and barriers and to develop recommendations.<\/p>\n
The findings demonstrate effective implementation of a resilience model for higher education during wartime conditions, as well as a transition from individual emotional support to a systemic approach to institutional resilience. Support for students, faculty, and staff was broadened, community engagement was enhanced, emergency preparedness was improved, and services were tailored to meet the needs of diverse populations. Leadership engagement, organizational integration, and structured work routines contributed to the stability of the centers, while professional guidance and peer networks facilitated learning and knowledge exchange.<\/p>\n
Despite these achievements, the evaluation identified significant variation in the degree of institutional integration, dependence on key personnel, gaps in awareness and visibility, limited collaboration with student unions, and challenges in embedding multiculturalism across institutions. Discrepancies also persisted between institutional emergency preparedness and students\u2019 perceived readiness, accompanied by concerns regarding the sustainability of activities following the conclusion of philanthropic funding.<\/p>\n
The recommendations focus on formalizing organizational structures and partnerships, deepening leadership involvement, clarifying the professional support model, strengthening peer learning, and improving access to services. They also call for developing a shared measurement and evaluation framework and embedding multiculturalism in institutional routines.<\/p>\n
