Higher Education Tuition Fee Policy in Israel

Higher education policy in Israel did not consider tuition fees as a major factor when developing strategic planning for higher education institutions in Israel. This study analyses the main factors influencing tuition fees in Israel and suggests a new model for tuition fees that includes compensation schemes for students.

The study gives a brief history of the work and decisions of the various public committees that have dealt with tuition fees and student aid policies, including tutorial projects. It also provides an international perspective and data as a benchmark for higher education institutions in Israel, and includes data on tuition fees in developed countries and its share in GDP per capita.

The suggested model indicates that there should be a social contract that will incorporate all aspects of tuition fees including social, economic and accessibility factors.
