Why transferring the National Planning Administration to the Finance Ministry could actually be good news?

According to Prof. Rachelle Alterman from the Technion the transfer of the National Planning Administration to the Ministry of Finance, approved by the Knesset yesterday, is not necessarily negative, and may actually benefit the planning system.
