Dr. Eli Opper is a strategic advisor on policy specializing in the areas of technology, R&D, investments, and innovation for companies and organizations. He is the former Chief Scientist of the Ministry of Industry, Trade and Labor, and past chair of Eureka, the world’s largest public network for international cooperation in R&D and innovation. Before his role as chief scientist, Opper was a partner at Giza Venture Capital, after a 27-year career at Rafael Advanced Defense Systems Ltd., where he held senior positions including Vice President for Research and Development. Opper has served on numerous professional committees, published scientific papers, and is a sought-after public speaker. He serves as a director and chairman of high-tech companies and a board member in public organizations. Opper holds BSc and MSc degrees in Electrical Engineering from Technion and a PhD in Computer Engineering from the University of Texas.
