Energy management, environmental and energy policy
Naama Shapira is a researcher in the fields of environmental and energy policy She holds a law degree from Tel Aviv University, and a Master’s degree in Natural Resources and Environmental Management, specializing in energy management, from the University of Haifa. In her capacity at the Samuel Neaman Institute, Shapira conducts research on diverse aspects of climate change, such as shading, energy sources, runoff management and effects on vulnerable populations. Shapira was a member of the committee of experts that formulated a climate vulnerability index, initiated by the Israeli Association for Ecology and Environmental Sciences with the Ministry of Environmental Protection. She was a member of the research team that advised the Ministry of Environmental Protection on formulating a draft for the Israel Climate Law (2020). She co-manages the voluntary national greenhouse gas registry and the Zero Hour mechanism for the Ministry of Environmental Protection. In addition, she co-manages the Neaman Institute energy forum, establishing fundamental principles to advance contemporary issues within the Israeli energy sector. Naama serves as a researcher in the Energy and Environment cluster.
